A command block based rain sensor to output a Redstone signal NOTICE: May take a little while to activate or deactivate after rain starts/stops. The time it takes is heavily dependent on your "random tick speed" game setting (/gamerule randomTickSpeed # to change, default 3) Also, the command block on the opposite side of the farmland block from the comparator & repeater can be optionally removed if you wish to plant crops on the farmland block (either way will keep it from reverting to dirt). I have it in by default so you can either do that or hide/decorate it in other ways if desired. Additionally, make sure to keep running/standing water away from the farmland block in the sensor to avoid problems. Please put questions/problems/suggestions in comments :)
